Well, Ottawa was really nice - Montreal could mostly fall off the face of the planet for all I care. Well, not totally true, they had some of the best restaurants I've ever ate at. Outside of the people at the convention and the food service people I met *two* nice people - I would hate to see them zip off into space.
Obviously I didn't have a good time in Montreal and I like to rant about it. The first Canadian I "met" off the plane picked my backpack up and threw it across the room and chewed me out for not knowing French (apparently he told me to move my bag in French and the response of "Excuse me, I do not speak French" angered him), I asked another employee where their restroom was and was again chewed out and left to find it on my own.
Outside of the terminal an older woman asked me something in French, "I'm sorry, I don't speak French - can you say that in English please?", followed by more French. Then, the only nice couple I met translated - she asked if had been on the flight their son was on - no I hadn't. I know like three words of French, all of them would get the RED ENGINE stuff from here in English, I got that, a little more French and a hand gesture. The nice couple turned beet red and translated it as "Thank you, have a nice day".
The rest of the week went pretty much like that, the last person from Montreal I had any exposure too again chewed me out for not speaking French when I asked her were the train to Ottawa was, the response had two of those words stuck in there.
The waitresses/waiters in the nicer restaurants were all nice, I will give the benefit of doubt and say they weren't fishing for a tip. For one thing I bet most managers try and hire mainly nicer people for the position. I would not like to see them fall off the face of the planet, nor the nice older couple at the airport. I'm sure there are quite a few other nice people so don't too upset at me if that is where you live - if you are a nice decent person your not included.
Now, Ottawa ranks up there in the top 5 places I have ever been. In fact, outside of where I live now that would probably be my next choice. Almost every single person I met, even if a total stranger walking down the street, when I asked where something was got a polite answer and wishing me a nice day. When people asked me what I thought of Canada they almost universally winced and apologized when I mentioned I had spent the previous week in Montreal - I found that HIGHLY amusing. The people were nice and talkative for a rural area (where I am from), let alone a fairly large city. The city was also clean which says something for the people too.
Though, to be fair, Montreal isn't anywhere close to my least favorite places either. I have been in cities where I didn't even meet two nice people and even the food service people were all rude. I sometimes wonder if the dislike some feel for Canada doesn't stem from where they (or the person they got the idea from) experienced it - if I had seen nothing but the part of Montreal I did I would have a VERY bad impression of Canada.

You have to understand here, that Quebec is in a very special place in north america. It is the only official French province of Canada, and a great many of them do feel threaned by the english language would over take there own french.
Its like if I would come to the U-S and only speak french and expect every one to speak it. Plus from my own personal observation, a lot of Quebecois are very cranky and enjoy complaining a lot, and I mean a lot.
Maybe you should have grab a French-english dictionary or book and tried to make an effort to translate ^^: they would have laught at you, but you might have gotten a better response. That what I did in Germany, did my best to pronouce and speak in german. I always tried to order in german ( had my german friend to order for me most of the time :P )
I'd say any were you go, do a bit of researche, find the custom, learn the language, its all part of the appeal of traveling

Track down a copy of the movie Strange Brew, that should tell you everything you ever wanted to know about Canada....eh!
Oh and Quebec is not bilingual, they enforce the french language there, even have Language Police and you do not want to be on thier bad side

Hey, but Montreal is totally bilingual, almost every teacher in my university speaks both english + french. The cashiers in supermarket must be able to speak english or they get fired
